Americans deserve fiscally responsible national security spending bills that support our national interests and deliver on what is best for American taxpayers. This flawed foreign aid package recklessly spends Americans tax dollars without a strategy, plan, or end goal.

The House used a Rule to combine four separate foreign aid bills together after each pass the House individually—creating an “emergency” $95 billion foreign aid supplemental package. The Ukraine Security Supplemental Appropriations Act accounts for more than half of the funding provided in this package.

The FBI’s record of politicized abuses and the executive branch’s continued misuse of federal intelligence authorities is chilling. The Durbin-Cramer amendment to prohibit warrantless queries of the Section 702 program, combined with the strong reforms contained in the base reauthorization bill, would be an important step toward more clearly defining the scope of the FBI’s jurisdiction, refocusing its mission on traditional law enforcement, and restoring effective congressional oversight.

The Rule includes language to combine the above four bills after each has passed the House separately. There is no vote on the final package—meaning members will not have the ability to oppose combination of the bills on the floor, even if members only support pieces of the overall package.

Due to his willful and systemic refusal to comply with the law, and for his breach of the public’s trust, the Senate must also convict and remove Secretary Mayorkas from office. Removing Secretary Mayorkas will limit President Biden’s ability to continue his lawless immigration agenda by subjecting intense scrutiny for his replacement by Congress and the public.
