Heritage Action Issues Key Vote to Support Senate FMAP Amendment to the One Big Beautiful Bill Act

WASHINGTONHeritage Action, a conservative grassroots organization with 2.5 million activists nationwide, today issued a Key Vote in support of Sen. Rick Scott’s (R-FL) Amendment #2554 to the One Big Beautiful Bill Act. Sen. Scott’s amendment will strengthen and preserve Medicaid by decreasing the Federal Medical Assistance Percentage (FMAP) for Medicaid expansion populations after 2030. This is Heritage Action’s second legislative Key Vote of the 119th Congress.

Heritage Action Vice President of Government Relations Steve Chartan announced the Key Vote and urged lawmakers to support the amendment:

“Heritage Action supports President Trump’s One Big Beautiful Bill Act—and applauds Senator Rick Scott for proposing this commonsense amendment to reform Medicaid FMAP and put everyday Americans first.
“Our Medicaid system is in crisis. As President Trump works to rein in federal spending, Senator Scott’s amendment will reform Medicaid to assist those vulnerable individuals in need, instead of as a program for universal health care for all."

Nina Owcharenko Schaefer, director of the Center for Health and Welfare Policy at The Heritage Foundation and former senior counselor at the U.S. Department of Health and Human Services, explained the need for FMAP reform:

“Senator Scott’s amendment recognizes the need to end the preferential treatment that incentivizes and rewards states for expanding their program beyond traditional Medicaid enrollment groups—low-income children, pregnant women, disabled Americans, and the elderly.
“Under Obamacare, states that expanded their Medicaid programs to able-bodied individuals received federal assistance far beyond the federal support offered to traditional Medicaid enrollees. The Scott amendment starts to curb this financial distortion and will help to restore parity and fairness to the Medicaid program and ensure federal funding protects those who need it."

By issuing a Key Vote, lawmakers are notified that their position on this amendment will affect their score on the Heritage Action Scorecard, which shows voters and activists how conservative lawmakers are by comparing their policy priorities to those of Heritage Action. The scores of lawmakers who do not vote for Amendment #2554 will be negatively impacted.
