Heritage Action supports Senate Amendment #2554 in relation to H.R. 1 offered by Senator Rick Scott and will include it as a key vote on our legislative scorecard.

At the core of America’s spending addiction is runaway spending in public health programs like Medicaid. These programs are meant to ensure care for the most vulnerable in our society, not as a backdoor for universal, government-run healthcare for all. By attaching an unprecedented 90% Federal Medical Assistance Percentage (FMAP) to Medicaid expansion populations including young, able-bodied individuals in Obamacare, Democrats undermined the program’s ability to focus resources on the most vulnerable.This amendment would fix this problem by gradually ending the destructive bonus subsidies after 2030 for Medicaid expansion populations, allowing for Medicaid to refocus on care for the most vulnerable. The delayed start and application to new enrollees after 2030 would allow healthcare providers to prepare for this change and for states to plan their budgets.

We commend Senator Rick Scott for offering the amendment with the support of Senators Crapo, Johnson, Lee, and Lummis.
