Heritage Action Lauds Kansas for Protecting State Elections from Foreign Interests

WASHINGTON—Heritage Action, a conservative organization with 2.5 million grassroots activists nationwide, including thousands of Kansans, praised the Kansas Legislature’s passage of HB 2106, legislation that prevents foreign funding from influencing state elections.

Former Kansas Assistant Secretary of State and Heritage Action Director of State Advocacy Catherine Gunsalus released the following statement applauding lawmakers for putting Kansans’ interests ahead of foreign billionaires, saying:

“It’s common sense for citizens to determine the outcome of their own elections—not foreign billionaires seeking to change Kansas’s Constitution. By passing HB 2106, Kansas lawmakers have safeguarded elections in the Sunflower State and joined the nationwide momentum to end foreign influence in state ballot measures.

“We commend Rep. Pat Proctor for leading on this issue and the Kansas Legislature for passing HB 2106. We urge Governor Laura Kelly to swiftly sign this legislation, and we encourage other states to follow Kansas’s lead to ban foreign funding in elections.”

With the passage of HB 2106, Kansas became the second state this year to send a foreign funding ban bill to a governor. In 2024, Ohio passed HB 1 to ban foreign funding from its state elections. Wyoming just recently enacted HB 0037 as well.

Kansas currently ranks 16th out of 51 on The Heritage Foundation’s Election Integrity Scorecard.
