Another Continuing Resolution is a Precursor to a Bad Omnibus Bill

Press Releases · Nov 19, 2019

Washington—In response to Congress’s decision to vote on another continuing resolution, Heritage Action for America released the following statement from Executive Director Tim Chapman:

In this year’s appropriations process, Congress has only managed to raise the debt ceiling, increase spending by $324 billion, and repeatedly break their promise to fund the government through regular order. No wonder three-quarters of Americans disapprove of Congress’s job performance.

Continuing resolutions are bad governance. They prevent government departments — including the U.S. military — from properly budgeting for the full fiscal year, wasting massive amounts of time and money. The American people are right to demand better from their elected representatives.

Instead of punting hard decisions a month forward, Congress should work to pass appropriations bills and keep their promise to refuse any major policy riders or poison pills.
