"YES" on the REINS Act of 2011
Next week, the House will vote on the Regulations from the Executive in Needs of Scrutiny (REINS) Act of 2011 (H.R. 10). This bill would increase Congress's accountability by requiring explicit congressional approval for major regulations (defined as those costing $100 million or more) issued by the executive branch.
As The Heritage Foundation notes, between January 2009 through March 2011, regulatory agencies "imposed some 75 major new regulations (defined as those costing $100 million or more), imposing some $38 billion of new costs annually on the economy and consumers."
For too long, Congress has been able to pass ambiguous and confusing legislation and deny further responsibility by punting the actual detailed work on to unelected regulators who then write the rules. With the REINS Act, Congress would no longer be able to wipe their hands clean of rule writing and would be held accountable for all the red tape and burdens facing our job creators.
Heritage Action supports H.R. 10 and will include it as a key vote on our scorecard.
