"NO" on Nomination of Caitlin Halligan
Next week, the Senate will vote on the nomination of Caitlin Halligan to serve on the U.S. Court of Appeals for the District of Columbia. First nominated on September 29, 2010, the Democrat-led Senate took no action on Ms. Halligan's nomination, forcing President Obama to resubmit her nomination. On March 10, 2011, the Senate Judiciary Committee approved the nomination on a party-line vote. On December 6, 2011, the Senate failed to invoke cloture on her nomination. President Obama resubmitted her nomination again on January 3, 2013 and the Senate Judiciary Committee subsequently cleared her nomination. The problems with Ms. Halligan's nomination are numerous. For instance, she advanced an argument that gun manufacturers should be liable for the criminal conduct of people using handguns; her argument and rationale was rightly rejected by the New York appellate court.
Heritage Action opposes the nomination of Caitlin Halligan and will include the vote on her nomination as a key vote in our scorecard.
