"NO" on America Invents Act (H.R. 1249)
This week, the House is scheduled to vote on H.R. 1249, the America Invents Act. Although the legislation has been modified to address our prior concern with respect to fees raised by the PTO, the associated deal on CJS is constitutionally flawed because it purports to give the appropriations power of Congress to two committees rather than the whole Congress.
Because this deal is wrapped up in passage of H.R. 1249, Heritage Action remains opposed to H.R. 1249 and will include it as a key vote in our scorecard.
