In November, the American people elected President Trump and a Republican Congress to work on behalf of them, not the Washington swamp or global elites. This mandate to deliver a thriving economy, make our nation safe and borders secure, and bring an end to wasteful spending are central elements of the One Big Beautiful Bill Act (H.R. 1).

Heritage Action applauded key legislative wins in the House-passed One Big Beautiful Bill Act and urged the Senate to make critical improvements to the bill. The Senate version incorporates many of these priorities. The One Big Beautiful Bill Act extends and makes permanent popular provisions of the Tax Cuts and Jobs Act including lower tax rates for all Americans, expansion of the standard deduction to support families, and pro-growth business expensing provisions to create jobs. The bill also makes critical investments to finish the border wall, support immigration enforcement, and restore America’s national defense after years of decay under the previous administration. Unlike Democrat reconciliation bills, the One Big Beautiful Bill Act balances costs with common sense reforms to reduce mandatory spending and enhance the integrity of public health, education, and nutrition programs.

This legislation makes headway on conservative priorities to reduce spending and ensure Americans’ tax dollars are not used to further liberal wishlist priorities. At the core of America’s spending addiction is runaway spending in public health programs like Medicaid. By implementing work requirements, eligibility checks, and limits on state financing schemes, this bill helps Americans share in the dignity of work and refocuses Medicaid toward the most vulnerable. It also takes meaningful steps to address the skyrocketing costs of the SNAP program, which has more than doubled in less than a decade, by making meaningful reforms to support our most vulnerable populations. Americans have become keenly aware of the urgency of American energy dominance, and this bill takes major strides to both increase energy independence and scale back green energy IRA tax credit giveaways. While this bill ensures America’s economic interests are defended, it also champions conservative values like protecting the unborn by defunding abortion providers like Planned Parenthood and advancing pro-family policies like the Child Tax Credit.

There is far more work to be done to ensure lawmakers keep the promises they made to voters. To that end, Heritage Action urges the administration and Congress to act immediately to implement priorities that did not make it into this legislation. 80 million Americans voted for President Trump’s agenda: spending cuts, mass deportations, a rebuilt military, and an end to the corrupt administrative state in D.C. Congress must continue to work to use every opportunity to make this agenda a reality.

We commend the Senate on negotiating down the state and local tax deduction down from the original House-passed level to limit the expanded distortions from this provision down to five years. Congress must also work to ensure that the work of border and immigration enforcement are complemented with effective remittance taxes and asylum fees to support the President’s immigration policy.

While this bill will not solve all of America’s problems, it nonetheless represents a meaningful and significant step forward. The One Big Beautiful Bill Act will make significant progress in kickstarting America’s Golden Age and achieve significant wins for the American people.
