Democrat Budget Funds Failed Head Start Program

Today, liberal senators have been speaking about the advantages of the Senate Democrat Budget.  Sen. Amy Klobuchar (D-MN) had a number of points to make, but it was especially interesting to watch her tout the fact that the Senate Democrat Budget maintains funding for the failed Head Start program.

Though she reminded us earlier in her speech that she was a prosecutor, it appears that her attention to detail may be a little rusty.  Her eyes must have glazed over the parts of the Department of Health and Human Services report that explained that not only did Head Start have no impact on children’s academic outcomes, but in some cases, it even had negative impacts.

But we’ll give her the benefit of the doubt and just assume she didn’t do due diligence and actually read the report about this failed program behind which she’s throwing her strongest support.

Instead of lauding praises on a program about which she knows little, Sen. Klobuchar would do well to do her homework.   The Head Start program, as it is currently designed, does not give states flexibility with regard to how funds are used.  As Heritage’s Lindsey Burke has explained, Head Start fails poor children; it doesn’t help them:

[I]nstead of relegating poor children to underperforming Head Start centers, if the federal government continues to fund child care, providing states with more flexibility over how they use Head Start funds has far greater potential to better serve families.

In that vein:

Access to Head Start had no statistically measurable effect on all five health measures, including receipt of dental care, health-insurance coverage and overall child health status.

Early Head Start had no meaningful effect on academic performance. The program is ineffective at improving reading, vocabulary and math skills for anyone who manages to progress beyond elementary school.

Sorry, Sen. Klobuchar, if you want to impress us with the Democrat Budget, you’re going to have to start singing a new tune.  And do your homework!

  1. I support Sen Klobachar in her support of Head Start. I have watched our adopted refugee family where their three year old qualified for headstart. Their son has progressed so well with headstart and is doing very well in kindergarten-reading and socializing. The home service that they provided for the younger son and mother have helped them so much acclimating to this society. She has helped her deal with all the things teachers expect parents to do with their preschooler. They could never afford preschool, and were blessed with a headstart program. The father worked as an aide in the headstart program and really learned so much about what to expect children to learn. He has really helped the younger one. I certainly hope the headstart program will be available for the next little boy when he is three.

I am a proud supporter of Head Start…I am wondering if you have taken the time to see if Head Start helps children and families from those using this program, Have you looked beyond Lindsey Burke’s report to see the outcomes of the children and families in this program. I would encourage you to not only visit with those using Head Start, past families of Head Start, Teachers and Administrators of Head Start, and Teachers and Administrators of Public Schools to see their comparison of children who have been in Head Start and those children with no access to Early Childhood programs and see how they are functioning in Public Schools. I am a past parent, Current Teacher and believer in Head Start. This program is essential for many. I often say I became a better parent because of my involvement in Head Start and onto better understand the WHOLE child and family because of the Head Start Requirements. We would be doing children and families a huge injustice by not funding this program!!!

  3. As a Minnesota Head Start Parent I applaud Senator Klobuchar for doing her homework and supporting Head Start. Hundreds of studies, including a Head Start Impact Study, clearlyshow that Head Start does its job – it gets at-risk children ready for Kindergarten. In addition to the data that supports that Head Start gets results, I know from personal experience the impact Head Start has on children and their families. I have watched my child flourish emotionally and have watched as teachers and staff go to all lengths to ensure my child’s growth. I have come together as a community with other parents because of Head Start. Through our new found community, I have heard numerous stories of similar educational growth, hardships supported, health needs met, resources found, and educational/health deficits discovered. In 2012 alone, MN Head Start provided over 15,000 families with much needed educational services. They are an astounding program that I feel blessed my daughter is able to attend. Head Start works. If you need proof, go speak to the parents, meet the children. I think Senator Klobuchar should be commended for doing her homework and standing behind a program that has proved for years that it works. More importantly, for putting faith in our children’s future as the most important thing facing us today.

  5. Headstart is propaganda for the liberals/democrats to get people dependent upon a program which has statistically been proven NOT to work. Too many minority kids in Headstart on up to high school (if they make it that far) cannot write a complete sentence, read, do simple math. Anything the government gets involved in has failed. Democrats/libs want to keep this program as they spread their dependency propaganda, covet-encouraging, victim mentality thru their programs they claim “help save children”. It is a lie.
