CR Fails in House

Apparently, losing 48 House Republican votes on the Continuing Resolution (CR), which failed last night, is somehow a sign to appease big-government Democrats.

That seems to be the mentality of some unnamed staffers, who were talking about how to revive the stopgap funding measure. Last night, they were looking for ways to get more Democrats on board in order to pass the next, instead of trying to get more conservatives to vote in favor.

In order to get more conservatives on board, the CR would likely need to return to the House-passed Ryan budget numbers. This would attract conservatives who want to stick to the lower spending levels in the Ryan budget as they pledged to do when they won back the House in 2010. To get more Democrats, House leadership is considering going left, either scrapping the offsets to disaster funding all together or finding some spending that big-government types do not like (good luck). But what we’ve learned since the CR failed was that it was actually designed to attract Democrats, not necessarily conservatives, as Erica Elliot, a spokeswoman for Rep. Kevin McCarthy (R-CA) said:

“This bill was designed to pass with Democrat votes, in part based on assurances from Reps. Dicks and Hoyer that they would vote for it. Frankly, it’s shocking as many Republicans voted for it as did.”

That’s disheartening. We understand that the bruising battles over the short-term CRs and debt limit earlier this year were tough, but changing the course of our country is going to be difficult, and conservatives need to stand strong if they truly want to save our economy.

Now the CR must be edited in order to get more votes. It looks like it will favor Democrats mantra of more spending, not less. According to Rep. Bobby Schilling (R-IL):

“Boehner just broke it down pretty simple. He goes, ‘I know there are some of you out here who don’t want to vote for this thing, but if you don’t, you think this is a big number? Wait until you see what we get back, and we’re not in the driver’s seat then.’ ”

So the next CR attempt will have more spending? This is what happens when you do not paint with bold colors from the outset. Pandering to obstinate House Democrats, almost every single one of whom voted for Obamacare, makes for bad politics and produces bad policy.

Below is a list of the 48 stalwart conservatives who opposed the CR:

  1. I don’t see my representative, Mike Simpson IDAHO in this list. This is quite disturbing – I’ll let him know. Thank you Heritage Foundation. Keep up the great work!

      • Thank you Nathanael, I just signed up for email notifications and am going to make a small donation to the Heritage Foundation – I wish it was more but I’m under-unemployed at the moment. I appreciate all of the timely information Heritage provides.

  2. Hey “Libs” and “Progressives,” I notice how well your “ideology/plans” are working in Europe! But it “feels good” doesn’t it? No problem with reality.

  3. NONE of the Republican representatives from the State of Mo. opposed this! Not even those stated Tea Party candidates. I realize that Joplin, Mo. was hard hit, but guess what? Mo. doesn’t need the government. We have always taken care of our own and our reps seem to have forgotten that.

  4. It seems to be the karma of Republicanism to maintain a congenital deficiency in the DNA that supports a backbone and a commensurate abundance of the DNA that compellingly urges to compromise whatever priceless evanescent vestiges of political capital and personal dignity one may have heroically salvaged, and wallow in the delicious agony of defeat on the intoxicating lap of victory.

  5. I’m looking to find my rep. Dave Reichert WA. 8th. district on the opposition list & HE’S “MIA” I was trying to figure out how to send him a copy of this email & ASK HIM WHY THE HELL IT WASN’T!!
But am not aware of how to do that…!! Didn’t see the HR # of thsi bill so I could refer to it once iI’ve figured out how to email him.

    • Your congressman has a website and an email address you can send him emails to. I didn’t see mine either (Joe Barton, TX-R) so i got on his web site and found the “send Joe and email” button. I gave him the “what for” and also pasted a copy of the above Heritage Action article in the email. I ask him to explain his vote and urged him to stop merely talking the conservative talk and to start voting RIGHT and quit gong left. Here’s being quite the RINO and he needs a strong conservative challenge next election cycle…

  6. If your representative did oppose the CR, let them know that you appreciate their vote. Doing so is the nice thing to do and it lets them know that their votes are being watched.

        • IT SEEMS THAT KY AND VIRGINA ARE STUPID AS EVER. I AM ASHAMED TO SAY THAT I AM FROM VIRGINIA, NOW BUT WAS BORN IN KY. OF COURSE, VA. IS JUST ANOTHER CROOKED ARM OF THE “D.C. GANG”. MOST OF THE TIME, VA. REPS. DON’T HAVE THE GUTS TO VOTE. IT’S USUALLY JUST A “NO VOTE”. LETS FACE THE FACT THAT AMERICA’S REPS ARE JUST A BUNCH OF CRIMINALS COLLECTING ILLEGAL SALARIES FOR DOING “NOTHING” FOR US. THE ONLY THING THEY KNOW AND DO IS PREY ON SS AND MEDICARE INSTEAD OF THEIR “PALS” AND SPECIAL INTERESTS. THEY SHOULD ALL BE IN PRISON FOR LYING AND “THIEVING FROM THE TAXPAYERS AND SENIORS” AND COLLECTING $TRILLIONS IN SALARIES AND FRINGE BENEFITS THAT THEY CERTAINLY DON’T EARN. GOD BLESS AMERICA.

          • I agree, but you need not SHOUT to get agreement with an intelligent position.

Đại Úy Paul (Cogito, ergo armatus sum.)

  7. Looks like Boehner is as usual, trying to do what he does best, WAVE HIS WHITE FLAG AND CAVE TO THE DEMOCRATS so he can go play another round of golf with his buddy ovomit. Republicans are getting pretty sick and tired of him.

  8. It is so discouraging to see Republicans “cow-towing” to the Dems., and thinking they can actually work together. Voters were very public in what we expect of Republicans we voted into office in 2010, and we can vote them out again, but unfortunately, not soon enough to save our country. They are no better than the liberal Democrats, trying to appease Obama and not the voters, whom they are supposed to represent. Stop spending and STAND UP FOR WHAT YOU WERE ELECTED TO DO, before it’s too late. Thank you Heritage Foundation for keeping us informed and doing all you can to hold their feet to the fire.

  9. This is disgusting. I don’t see my CA rep Miller on this list. Shame on him. I know the democratic process was designed to make changes slowly and force clear thinking, but clealry there are a number of Republicans, who just have their head in the sand and willing pretend, full of self-deception that this great country is on the verge of disaster. Where are the men & women with spines? I don’t expect such a thing from the Democrats. They have long lost any sense of living in the real world and are all on hallucinogens, happy in lala land as the tsunami rushes towards us.

  10. The folks who are getting free shit,
don’t like the folks who are paying for the free shit,
because the folks who are paying for the free shit,
can no longer afford to pay for both the free shit and their own shit.
and, the folks who are paying for the free shit,
want the free shit to stop.
And the folks who are getting the free shit,
want even MORE free shit on top of the free shit they’re getting already!
Now.. The people who are forcing people to PAY for the free shit,
have told the people who are RECEIVING the free shit,
that the people who are PAYING for the free shit,
are being mean, prejudiced and racist.
So . the people who are GETTING the free shit, have been convinced
they need to HATE the people who are PAYING for the free shit because
they are selfish. And they are promised more free shit if they will vote for
the people who force the people who pay for the free shit to give them even more free shit.

    Got it?

  11. I am very disappointed with House Republicans that did not stand with House Conservatives. I would like tosee the names of those who did not vote to kill this bill. How could they vote with democrats who do nothing but spend they have no idea how to be economically fiscal.

  12. I, for one am so tired of hearing the media say “John Boehner can’t control his house Republicans”. We didn’t send all these men and women to congress to be “controlled” by the leadership of either the House or the Senate or the President. They were sent there to vote what “we the people” want them to vote. Part of the problem with Congress has been that they have been “controlled” for far too long. Hooray for those who refuse to be “controlled”, That’s for sure how we got the Obamacare debacle. Congress was “controlled” by its leadership. Keep up the good work those of you who dissented.

  13. If our House Leadership can’t hold the line on a CR when he has such a majority, what happens when the Senate bill comes back? Everyday Congressman Boehner and Eric Cantor MUST step up to the Media and recant “It has been 291* days since the US Senate has passed a Budget!” …It “It has been 292* days since the US Senate has passed a Budget!” …ETC, ETC ETC!
President Carter’s Iran Hostage Crisis was “Tracked” this way.
I believe the American Economy has been HELD HOSTAGE since Obama took office!
Step up Congressman Boener or get out of the way!
    * How many days since the Democrat led Senate passed a Budget ? …not a CR.
and How many days Since The Republican Congress passed a Budget?

  14. Any Texas representative that voted for the CR needs to step down from their position! Those that voted for the CR failed to Read the legislation carefully, listen to those that voted them into office, and then they voted as a Republican and not as a true Conservative American!

  15. I contacted the office of Tim Scott, my rep. in SC, upon receiving this update. I was surprised he voted for the CR since he tends to be fairly well established as a conservative. His staffer had no feedback re the vote. I was only able to present my concerns however I do expect some feedback via the e-mail from Scott’s office.

  16. Isn’t the Solyndra scandal enough to wake these pinheads up? How obvious does it have to be when so much corruption exists right under our noses? I know it’s been said before, but if a half billion dollars was squandered on George W’s watch, the liberal media would hang on to that story like a pit bull. Wasteful spending is the fault of both parties though. The democrats propose it and some spineless republicans vote for it. Those who did oppose the CR, my hat’s off to you. You are doing the job you were hired for by the voters. Keep up the good work and we’ll keep up the fight on our end for fiscal responsibility. Trying to convince liberals that their agenda is misguided and dangerous is difficult. You just can’t fix stupid.

  17. We, the private citizens have a belly full of the “Tax & Spend Progressive Liberals,” we surely do NOT need the Republicans to join them, they can spend us all into OBLIVION, ALL BY THEMSELVES!
We have had quite enough of their Kensian foolishness, thank you!
YES it’s s spelling error but then so was/is this man, proved wrong over and over in many a nation, but the foolish Dems keep using his ideas, now what’s the definition of insanity, again?

  18. It appears that my suspicions are correct with FL District 5 Congressman Nugent: RINO! With a 70% Heritage Action Conservative Rating this will knock that rating down some more. It will take some time to weed out Republicans that just don’t get it. Yes, help your district but not at the expense of a national failure. We are so far in a financial hole, digging out will lead to the other side of the planet!

  19. Sure is tough for the principled Conservatives representing us, isn’t it? They deserve our recognition. Thanks!! Keep up the good work and keep the faith. I’m proud of my Rep. from Tyler, Tx. Mr. Louie Gohmert. Thanks………

  20. The folks who are getting free shit,
don’t like the folks who are paying for the free shit,

and, the folks who are paying for the free shit,

    Got it?

  21. Corrected.
If our House Leadership can’t hold the line on a CR when he has such a majority, what happens when the Senate bill comes back? Everyday Congressman Boehner and Eric Cantor MUST step up to the Media and recant “It has been 291* days since the US Senate has passed a Budget!” …It “It has been 292* days since the US Senate has passed a Budget!” …ETC, ETC ETC!

and How many days Since The Republican led House passed a Budget?

    • Boehner needs to step down, Honestly……………..He just doesn’t have the guts to fight for us. He is a push over and its not good for the Country. I am tired of his “we want to work w/the Dems” NO we Don’t!

  22. BRAVO to those Conservatives (mostly Repubs) that are standing tall to the spending binge that continues on at even a faster higher pace than “normal”. We’ve got to grow up as a Nation and stop this foolishness!!!

  23. A HIDDEN COST UNDER CONTINUING RESOLUTION IS COST INCREASES AND SCHEDULE DELAYS OF MULTI-YEAR FUNDED PROGRAMS. ALL SUCH CONTRACTS HAVE TO BE REVISED TO ALLOW THE CONTRACTORS TO DEFINE THE COST AND SCHEDULE IMPACTS ASSOCIATED WITH REVISING THE FUNDING PROFILE ON CONTRACT. IT’S GET- WELL TIME FOR THE CONTRACTORS, AND THEY ALWAYS DO. I KNOW THIS DUE TO 20+ YEARS IN FEDERAL PROGRAM MANAGEMENT.

  24. When I called Congressman Garrett’s office in New Jersey I was surprised he voted for the CR. What was explained to me is that the increase in spending was offset with cuts to the Department of Energy and that FEMA funding was in this bill and after hurricane Irene, New Jersey is in dire need of help. Don’t know if I agree. Were there real cuts made the the Department of Energy, anyone know?

  25. I’d like to thank all the Arizona Congressman who voted against this bill. You stood in defense of your constituents and of this Great Republic.

I’d also like to tell my Congressman, Paul Gosar, that we realize he lied when he told us he was a conservative during the campaign. When it comes time to vote, we won’t forget how you betrayed us again and again.

  26. We face a continuing disaster in the Republican Party. Sen. Mitch McConnell is certainly a RINO, moderate. Even worse, the best hope for rationality is the House. Sadly, Speaker John Boehner is another RINO, establishement Republican. So far Boehner has demonstrated HORRIBLE leadership and fear of the Democrats.

How did we get stuck with these TERRIBLE leaders. They must be retired! Speaker Boehner has learned from Obama – lead from behind.

  27. If they want to get more conservatives on board, then they need to remove the provisions for funding Planned Parenthood, the Palestinian Authority and Obamacare (for starters).

And were they considering about $1.43 trillion to cover October (31 days) and for 18 days in November. Doesn’t that put the rate at $29.2 billion a day – or for the entire year, amounting to a $10.7 trillion annual budget? Who do they think they are fooling?

If they had put the FEMA/disaster relief $$$ in a stand alone measure, we are certain it would have passed, but the fact that they attached all these extras that the majority of Americans do not support tells us that the GOP leadership isn’t listening to their constituents and simply conducting business as usual. Thank goodness there are level headed folks who do listen to America and vote the way “We the People” expect them to vote.

  28. You are correct–he voted for this bill–guess being in the “Young Guns” means he has to go along with leadership instead of sticking to the Tea Party principles that got him elected–JMHO! And didn’t he vote to up hold the funding for Pigford as well?? Disappointing to say the least.

  29. I wish I could thank my Representative but Niki Tsongas from MA-5 only knows how to do what she is told by the progressive/socialist party leaders.

  30. It is so disturbiing to know that so many of our elected officials are willing to destroy our country through spending of money we don’t even have. We have to borrow the money from friends and enemies to get by and that will only lead to higher and higher interest and higher dependence on those same friends and enemies.

When will we learn that we cannot spend our way out of trouble?

  31. H.R.2608
Latest Title: Small Business Program Extension and Reform Act of 2011

Why do titles for these things in no way resemble their content or objectives? The only thing which clued me in, was the fact that Heritage said 48 Republicans voted against it. I had to look for a “failed” Roll Call vote, and look for those 48 No’s to be sure I had the right one!

We can’t trust our own leadership to represent us, or our country. They don’t abide by their own rules. Anyone who wants to work with Obama, or the Democrats at this point, is someone who will wimp out.

  32. Thank goodness you and the strong representatives that are standing strong. We need to emcourage the congress to continue to keep the stand and continue to do the right thing. I am sure that there is so much waste and abuse within the budget, that getting to the bottom of the exact number is what they need to work for our country and our national debt.
    Lynne Nicholes

  33. Where are the Texas “Conservatives?”; Barton,Brady,Culberson,Carter,Farenthold,Granger,Johnson,McCaul,Olsen,Sessions,Smith,Thornberry,Paul,Hall,Hensarling and Flores? They need opponents in 2012!

  34. I live in the Rhode Island, the liberal bastion of progressivism, both are senators Reed and Whitehouse, both Congressman Ciclline and langervin are big spenders who believe there should be no limit placed on what the government can spend. The four of them do not listen to the voters of this state. They are on the Obama team and the progressive agenda to spend this country into oblivion, not that a good many of us In the Tea Party and other groups are being very vocal on the subject. They just refuse to hear us because as Sen. Jack Reed once told me” I know what is best for you”. Still we try.

  35. It is amazing to me the Democrats have not learned anything from last year. I am so proud
of those Republicans that squashed the bill.

  36. No better time to start cutting spending than right now. Why wait till next year, why not cut spending right now. There is no budget that can’t be cut by 1 %, there is that much waste if not more. Every person in this country that has to can cut their budget at least 1 penny on every dollar that they spend.

  37. The CR’s only perpetuate the problem. The majority of those sitting in Congress, at present, are a disaster for our Country. Only a cut, cap and balance approach will finally put our Nation on a path to a recovery. Washington is out of control with the spending! The Republicans have given in before and reductions only end in chump change!!! This is beyond serious. The House needs to continue to say NO!!!!
