Stop Giving China Our Chips!

The U.S. and China are locked in a new Cold War. But instead of nuclear weapons, or even a space race, the main competition is artificial intelligence (AI) — and China is our primary adversary.

AI accelerators are microchips specifically made for AI. The physical parts used to build this new generation of processing technology should not be carelessly given to our adversaries let alone the Chinese Communist Party. This is a matter of national security. The same AI chips used in our phones are helping our adversaries work against us economically and militarily. But there is a way to stop it.

There are several pieces of legislation in Congress that Heritage Action supports to help protect American interests in the AI technology space.

Rep. Bill Huizenga (MI-04) and Sen. Tom Cotton (AR) introduced the Chip Security Act (H.R. 3447/S.1705) which would require the location tracking of advanced types of AI chips sold abroad to help ensure they don’t end up in China.

The AI Overwatch Act, introduced by Rep. Brian Mast (FL-01) and Sen. Jim Banks (IN) (H.R. 6875/S. 4456), would prioritize sales to the U.S. domestic market when exporting advanced AI Chips.

The Multilateral Alignment of Technology Controls on Hardware (MATCH) Act introduced by Rep. Michael Baumgartner (WA-05) and Sen. Pete Ricketts (NE) (H.R. 8170/S. 4281) would make sure the State Department works with our international allies to guarantee China does not receive advanced semiconductor manufacturing equipment (SME), the tools used to manufacture advanced AI chips.

These bills are crucial to protect our national security and secure America’s lead in AI technology.
