Election Integrity Matters

Background

The privilege of voting belongs to American citizens, and securing our elections means protecting every step of the process from registration to casting a ballot.

While federal and state law limits voting to U.S. citizens, enforcement has been seriously undermined by loopholes in the National Voter Registration Act (NVRA). There is no federal requirement for states to obtain proof of citizenship and, worse, the NVRA has been interpreted by activists to prevent states from requiring proof of citizenship when registering voters.

Many states produce state identification cards and driver’s licenses for illegal aliens, making it more critical than ever to ensure that non-citizens are not using these documents to fraudulently vote in American elections.

The SAVE America Act (H.R. 7296/House Amendment to S.1383), introduced by Congressman Chip Roy (TX-21), addresses these weaknesses by requiring proof of citizenship to register to vote and requiring photo identification to cast a ballot in federal elections. Together, these safeguards secure elections from start to finish.

This bill is an upgrade and builds upon the previously filed SAVE Act that only required proof of citizenship.

The photo ID requirement ensures that a ballot is being cast by the person to whom it belongs. This protection is widely supported by the American people, according to a Pew Research poll from August 2025, 83% of adults favor requiring all voters to show government-issued photo identification. Americans understand that showing a photo ID is a simple way to confirm identity, whether boarding a plane, buying alcohol, or checking into a hotel.
