WASHINGTON—Heritage Action, a conservative grassroots and advocacy organization with 2.5 million activists nationwide, today announced that noted conservative activist and national grassroots leader Tiffany Justice will serve the organization as executive vice president.
Founded in 2010, Heritage Action’s mission is to fight for conservative policies in Washington, D.C. and across the nation. Heritage Action turns the ideas and policies researched by The Heritage Foundation into bills—and turns those bills into laws.
Dr. Kevin Roberts, president of Heritage Action and The Heritage Foundation, released the following statement:
"Tiffany Justice is a force of nature, and her leadership comes at a critical moment when effective advocacy is essential. This is a defining moment for America. It’s not a time to manage decline or preserve the status quo, but to go on offense for the American Dream—to restore ordered liberty, rekindle virtue, and revive the spirit of self governance that built this country.
“Tiffany Justice is exactly the kind of bold, fearless leader we need to lead that charge. Tiffany’s proven track record of galvanizing grassroots, developing meaningful relationships across the country, and delivering results describes the future of our organization—and is how we will revitalize our republic.”
Justice assumes the leadership role at Heritage Action after serving as a visiting fellow for coalitions at The Heritage Foundation and chair of the Parental Rights Initiative, which launched earlier this year. The initiative will continue to grow as its focus remains to equip parents with the tools to safeguard their fundamental rights and make informed decisions for their children.
Prior to joining Heritage, Justice co-founded Moms for Liberty in 2021, growing the organization from two chapters in Florida to more than 325 chapters in 48 states. Through Moms for Liberty, Justice successfully advocated for laws across the country and drove voter turnout in key battleground states.
Commenting on her new role at Heritage Action, Justice explained her vision to expand Heritage’s grassroots footprint and optimize advocacy at the state and federal level:
"It’s a privilege to join Kevin Roberts and the Heritage Action team at such a pivotal time for our country. Together, we’ll unite Americans around commonsense, conservative solutions that strengthen families, protect freedoms, and deliver real results. Our movement is growing—and we’re just getting started."
Each year, Heritage Action is directly responsible for the passage of dozens of pieces of legislation across the country, thanks to an army of grassroots advocates—more than two million strong. Our most dedicated advocates, known as Sentinels, are the “tip of the spear” in our efforts, consistently meeting with lawmakers across the country to fight for America’s future.
Conservative leaders from across the country praised Justice and her new role at Heritage.
U.S. Rep. Jim Jordan (R-OH-04):
“Tiffany is a patriot and has been fighting for parents and the rights of all Americans for years.”
U.S. Sen. Rick Scott (R-FL):
“Tiffany has been an amazing advocate for our students and parental rights and has led impressive grassroots efforts around the nation. I am confident she will do an incredible job leading Heritage Action as a warrior for conservative principles.”
Gov. Sarah Sanders (R-AR):
"Tiffany Justice and her team at Moms for Liberty put parental rights and education freedom at the forefront of everyone's agenda. As a mom of three kids and as a Governor who has championed school choice and the fight against Critical Race Theory and men in women's sports, I know we can always count on Tiffany to support our cause.“
As the new executive vice president, Justice will be tasked with growing every aspect of the Heritage Action mission—expanding our network of advocates, holding lawmakers accountable through the Heritage Action Scorecard, and keeping all Heritage members educated and informed through various communications channels.
About Tiffany Justice
Tiffany Justice is a nationally recognized leader in the conservative movement. A dedicated advocate for parental rights, educational reform, and the future of America, Justice is a skilled leader with extensive experience in public speaking, policy advocacy, and community mobilization. Her proven ability to organize grassroots movements, influence policy change, and foster community engagement will serve every aspect of the Heritage Action mission.
In 2025, as a visiting fellow at The Heritage Foundation, Justice launched the Parental Rights Initiative and founded the Parental Rights Network, fostering a national community of parents and advocates to drive action and policy reform through grassroots engagement and resource sharing. In this role, Justice initiated and led weekly collaboration calls with movement leaders nationwide, building momentum for the parental rights movement by aligning strategies and amplifying advocacy efforts.
Prior to joining Heritage, Justice served as a school board member in Indian River County, FL before co-founding Moms for Liberty, a national organization focused on unifying, educating, and empowering parents to defend their parental rights at all levels of government. Under her leadership, Moms for Liberty grew from two chapters to more than 325 chapters in 48 states.
Justice devised public campaigns and media outreach to increase awareness and advocate for parents' rights in the educational system, including issues related to curriculum transparency, school choice, and protecting children from harmful ideologies. In addition, Justice helped orchestrate a successful, $3 million "Get Out the Vote” campaign in four key battleground states, generating record high early voting turnout for low-propensity voters, mostly women and moms.
Justice also helped grassroots advocates elect 500 conservative school board candidates since 2022. Through Moms for Liberty’s State Legislative Committees (SLCs), Justice empowered parents as legislative liaisons, guiding advocacy efforts on key education policies aligned with the organization's mission.
All of Justice’s work with parents and state legislators led to significant policy victories and the passage of laws across the country, including:
• Parental Bill of Rights in Tennessee, Washington, Wyoming, and North Carolina, affirming parental control over educational content and school transparency.
• Online Safety Acts in Florida and South Carolina, strengthening protections for minors and reinforcing parental rights.
• Literacy-focused legislation in Wisconsin, Wyoming, and South Carolina, aiming to improve student literacy outcomes.
• School choice expansions in Florida, South Carolina, and Wyoming, increasing access to educational alternatives.
Justice has been featured in The New York Times, The Washington Post, CNN, NBC News, ABC News, CBS News, Fox News, MSNBC, Reuters, the Associated Press (AP), USA Today, Bloomberg, The Wall Street Journal, The Los Angeles Times, Politico, The Atlantic, NPR, and other outlets. She was presented with a Patriot Award by Fox News in 2023 and the Salvatori Prize from Heritage in 2022.
She is a proud wife and mom to four children.
