Heritage Action today joined American Compass and the Foundation for American Innovation in sending a letter urging Speaker Mike Johnson and House Majority Leader Steve Scalise to include three key China-focused technology security provisions in the 2027 National Defense Authorization Act (NDAA).
The coalition called on Congressional Republicans to ensure the AI OVERWATCH Act, MATCH Act, and Chip Security Act, were included in the NDAA. The bills are designed to prevent the Chinese Communist Party (CCP) from obtaining advanced American semiconductor technology and manufacturing equipment.
In the letter, the organizations warn advanced AI semiconductors have become indispensable to military modernization, making strict safeguards against Chinese acquisition of those technologies essential to national security. The coalition wrote:
“Dominance in the design and manufacture of advanced AI semiconductors is a national and economic security imperative for the United States and our allies. Allowing our adversaries to buy or access the very chips and tools they need to challenge that dominance is dangerous and shortsighted.”
The letter notes that maintaining economic stability and national security requires congressional efforts to defend advanced AI and technology from foreign adversaries.

“We must learn from the mistakes of globalization and acknowledge both the design and manufacture of goods are an integral part of ensuring American national security and economic stability. The three bills we urge Congress to advance in this year’s NDAA would strengthen America’s hand in building domestically while working with allies and curbing abuses by adversaries.”
The AI OVERWATCH Act would strengthen controls on exports of advanced AI chips while the MATCH Act would improve coordination with allies to restrict China's access to critical semiconductor manufacturing equipment. The Chip Security Act would bolster enforcement mechanisms against malicious actors smuggling advanced technology to China.
Taken together, the measures would fortify American export controls while preserving domestic technological leadership and supporting trusted allies.
