Heritage Action Condemns Passage of Virginia Partisan Gerrymandering Referendum, Warns of One-Party Control

Washington, D.C.— Heritage Action today responded to the passage of a Virginia constitutional amendment authorizing the redrawing of the state’s congressional map, warning that the result enables a dangerous partisan gerrymander that undermines fair representation for Virginians.

The approved amendment allows the General Assembly in Richmond to replace Virginia’s current bipartisan congressional map, which reflects a 6–5 split between Democrats and Republicans. The new authority granted under the amendment skews the map to 10 Democrat-favored districts and just 1 Republican, reshaping congressional districts to lock in one-party control for generations.

Dr. Kevin Roberts, President of Heritage Action released the following statement:

Most plainly put, this is entrenchment of power at the expense of voters—and a troubling step backward for fair representation, not just in Virginia but in Congress as a whole.”

“Virginians deserved transparency, not confusing ballot language masking the disastrous consequences of this amendment. The result is a brazen expansion of political gerrymandering that weakens the voice of voters and undermines confidence in fair representation.”

Heritage Action will continue to support efforts to restore impartial redistricting standards and advocate for reforms that ensure congressional maps reflect voters—not political parties. There are at least four lawsuits pending against this gerrymandering measure, and Heritage Action will be watching how they play out.
