Heritage Action Commends House Passage of the SAVE Act

Press Releases · Apr 10, 2025

WASHINGTON—Heritage Action, a conservative grassroots organization with 2.5 million activists nationwide, released the following statement from Executive Vice President Ryan Walker after the House passage of the Safeguard American Voter Eligibility (SAVE) Act, which compels states to require proof of citizenship when registering voters:

“For years, Heritage Action’s army of grassroots conservatives have tirelessly advocated for election integrity reforms that include stronger voter ID laws and citizenship requirements to ensure only Americans cast ballots in federal elections. The mandate handed to President Trump and Congressional Republicans last November made it very clear: elections integrity reforms are a top priority for the American people.

The SAVE Act seeks to codify President Donald Trump’s executive order to restore the American people’s trust in federal elections by banning foreign nationals from interfering in the democratic process. We commend the House for taking bold action to safeguard the integrity of our elections and urge the Senate to swiftly send the SAVE Act to the President’s desk for his immediate signature. Heritage Action stands ready to work with Congress to advance additional reforms that secure the future of our elections.”

In the 119th Congress, The SAVE Act was introduced by Rep. Chip Roy (R-Texas) in the House and Sen. Mike Lee (R-Utah) in the Senate. Thanks in part to advocacy from Heritage Action’s grassroots activists, the bill quickly garnered more than 120 cosponsors between both chambers.

Heritage Action first endorsed the legislation in May 2024 in a letter to the House Administration Committee and key voted the legislation on the Heritage Action Scorecard. In the letter, Walker reminded lawmakers that more than 70% of Americans oppose proposals around the country to give noncitizens the right to vote. Meanwhile, voter ID laws are one of the most unifying policies amongst Americans today, with more than 80% supporting proof of identity at the ballot box.
