Washington, D.C. — Heritage Action for America today applauded Gov. Mike Braun’s signing of Indiana Senate Enrolled Act 88 (SEA 88), bringing meaningful expansion to educational opportunity that strengthens civic learning and give students more pathways to success.

SEA 88 makes meaningful updates to Indiana’s education system by requiring that the Success Sequence be included as part of the K-12 curriculum, for reinforcing the importance of civic education, and expanding access to college entrance exams. The law recognizes the Classic Learning Test (CLT) by requiring that state colleges accept this test as an alternative to the ACT and the SAT, giving students and families more options when preparing for college and allowing colleges to consider a broader range of academic achievement.

The legislation also improves access to testing opportunities by ensuring students—regardless of where they are enrolled—can more easily find locations to take required exams. These changes help open doors for more students while encouraging healthy competition that can drive higher standards across the board.

The Success Sequence curriculum simply helps students to understand that their future financial achievement is greatly enhanced if they choose to complete high school, pursue a trade, enlist, or go to college, marry, then have children in that order.

“Indiana lawmakers have come together to pass a thoughtful, forward-looking education bill that puts students' success first,” said Dr. Kevin Roberts, President of Heritage Action. “SEA 88 expands opportunity, strengthens civic understanding, helps students navigate life choices, and gives families more options in how students prepare for their futures. These are the kind of practical, student-focused policies that will pay dividends for Hoosier families across the state.”

The legislation was led by a strong group of conservative lawmakers dedicated to improving outcomes for students and families, with support from leaders in both chambers who recognized the importance of expanding access and strengthening Indiana’s education system.

Heritage Action was proud to support SEA 88 and work alongside the bill’s sponsors, Sen. Gary Byrne and Rep. Martin Carbaugh as well as bill advocates Sens. Jeff Raatz and Spencer Deery.

“SEA 88 is a win for students, parents, and educators across Indiana,” said Paul Lagemann, Indiana State Director for Heritage Action. “By increasing access and encouraging more options, this law helps ensure that every family—regardless of educational background or zip code—has the ability to pursue college if they so choose and gives students a leg up on determining a path to financial and family success We are grateful to the bill’s sponsors and legislative champions for their leadership and commitment to getting this done.”

Dr. Roberts added, “With SEA 88 now law, Indiana is a leading example of how states can deliver policies that broaden opportunity, strengthen education, and support student success.”
