Heritage Action opposes the motion to discharge the Jeffries / McGovern rule to consider Democrats’ shell bill (H.Res. 780)

A discharge petition enables a majority of members to override House Leadership and force a vote on the House floor. This is unique to the majoritarian nature of the House, as envisioned by the founders, as a body meant to function by the will of the majority. The American people gave Republicans the majority in the House to represent their interests, not to cede their responsibility to House Democrats.

Voting for the motion to discharge greenlights the process to consider a legislative vehicle (H.Res. 780) controlled solely by the ranking member of the House Rules Committee. It is rank malpractice by any House Republican to vote for this motion. While House Democrats have said they will consider a 3-year COVID-era Obamacare subsidy reauthorization, this move cedes control of the House floor to Democrats to essentially bring any bill of their choosing to advance their policy agenda.

Republicans should not empower Democrats to perpetuate the rot of the Obamacare subsidy expansion and it is no excuse to team up to give Democrats control of the House floor.
