The Stop FUNDERS Act (S. 2376 / H.R. 4620) introduced by Sen. Ted Cruz (R-Texas) and Rep. Beth Van Duyne (R-Texas) adds rioting as a predicate criminal offense for prosecution under the Racketeer Influenced and Corrupt Organizations Act (RICO). This enables the pursuit of RICO charges against the organizers and funders responsible for the violent chaos used by Antifa and other radical groups to intentionally destabilize American societal order and incite conflict with law enforcement.

After years of witnessing Antifa members incite and commit violence against innocent people, attack law enforcement officials, torch federal and private property, and more, President Trump officially designated Antifa as a domestic terrorist organization in September 2025. The President is right to label this radical group that trains activists; communicates with its adherents; directs activity at specific locations, dates, and times; receives funding; and uses pre-made signs and pre-gathered vehicles, gear, and projectiles as domestic terrorists. Groups like Antifa are not mostly peaceful protestors, as some politicians on the Left claim to deflect attention from the group and its dangerous acts of violence.

Organized leftist groups operate with militia-style tactics to threaten and force conflict with law enforcement, with the end goal of igniting further protests that undermine the rule of law. These shadowy groups are coordinated and funded through national NGOs that abuse non-profit status. They shield their leftist financiers, like George Soros, who hide behind radicalized activist foot soldiers engaging in the active destruction of public and private property, putting civilian and law enforcement lives in danger while they cheer the communist downfall of our nation.

The Stop FUNDERS Act provides a necessary tool for the Department of Justice (DOJ) to ensure that the organizers of dangerous riots are held accountable when they violently disrupt American governance. Their “rioter’s veto” attempts to nullify federal policy through the creation of “sanctuary” or “autonomous zones” at the local level cannot stand. This legislation would enable the DOJ to use the full suite of RICO tools, such as joint trials and conspiracy charges, against entities that fund or coordinate violent riots across the country to preserve American law and order.
