House Cloakroom: May 14 – May 18

Analysis:  This week the House will take up the National Defense Authorization Act.  This is an annual bill that lays out the nation’s defense policy for the year and lays out the programs for which Congress will later appropriate money.  Once again, provisions surrounding the president’s powers to deal with American citizens involved in terrorist groups will be the most controversial.

  • HR 4310 – National Defense Authorization Act

Major Committee Action:

  • The House Judiciary Committee will hold a hearing on the “Implementation of America Invents Act.”
  • The House Financial Services Committee will hold a hearing on “Settlement Claims by Financial Regulatory Agencies.”

Senate Cloakroom: May 14 – May 18

Analysis:  This week the Senate will take up the House passed reauthorization of the Export-Import Bank as well as several budgets proposed by Republican senators.  The Export-Import Bank is essentially a corporate welfare program that places taxpayer money at risk in what should be private transactions.  On Thursday the Senate is expected to vote on several budgets proposed by individual senators, a situation that arises from the Senate’s refusal to propose a budget.  Senators Paul, Toomey and Lee each have a budget resolution.  Senator Lee’s budget resolution is based on the Heritage Foundation’s Saving the American Dream plan.  The Senate could also take up a student loan bill again or the FDA user fee reauthorization.

HR 2072 – Export-Import Bank Reauthorization Act

S Con Res 44 – Lee Budget Resolution
