Continuous Coverage Key to Pre-Existing Conditions
Heritage Foundation health care policy expert Ed Haislmaier’s most recent Issue Brief explains ways for Congress to address pre-existing conditions in future health care policy
In order for health insurance markets to provide coverage to those with pre-existing conditions without disrupting the entire insurance marketplace, Congress should set rules that encourage continuous coverage. Such requirements would keep individuals from gaming the system by signing up for coverage once they are sick, a major contribution to Obamacare’s collapsing exchanges. Haislmaier recommends previous HIPAA rules for employer group coverage as a framework for Congress to enact reform.
