Analysis:  The House is set to have a busy week dealing with Obamacare, education reform, and defense funding.  In the wake of the Obama administrations decision to delay implementation of the Obamacare employer mandate for a year the House will take action on both of Obamacare’s mandates.  They will affirm the delay of the employer mandate in a bill and pass a bill to delay the individual mandate to purchase health insurance as well.  The House will also vote on a new education law that attempts to reform No Child Left Behind and a bill to fund the Defense Department for the next fiscal year.

Analysis: This week the House will turn its focus again to energy issues.  The main piece of legislation on the floor will be the appropriations bill to fund the government’s energy and water projects.

Major Floor Action:

  • HR 761 – National Strategic and Critical Minerals Production Act
  • HR 2609 – Making appropriations for energy and water development and related agencies for the fiscal year ending September 30, 2014

Major Committee Action:

  • The House Energy and Commerce Subcommittee on Health will hold  a hearing on the “Impact of the Affordable Care Act on Medicaid.”
  • The House Education and Workforce Committee will hold a hearing on “Innovation in Higher Education.”
  • The House Homeland Security Committee will hold a hearing on the “Boston Marathon Bombings.”

 

Senate Cloakroom: July 8 – July 12

Analysis: This week the Senate will turn its attention to federal student loan rates that increased from 3.4% to 6.8% on July 1.  Senate Majority Leader Harry Reid (D-NV) has indicated he will move a bill to the floor that extends the 3.4% rate for an additional year.  The House of Representatives has already passed a federal student loan bill that reforms how the interest rates are set in a similar manner to the proposal in President Obama’s budget.

  • S 1238 – Keep Student Loans Affordable Act of 2013

Major Committee Action:

  • The Senate Finance Committee will hold a hearing on the “Medicaid Sustainable Growth Rate.”
  • The Senate Banking, Housing and Urban Development Committee will hold a hearing on “Mitigating Systemic Financial Risk.”
  • The Senate Health, Education, Labor and Pensions Committee will hold a markup of the Employment Non-discrimination Act.

Analysis:  This week the House will take up their version of the farm bill.  Like the Senate bill that has already passed it is a nearly $1 trillion reauthorization of food stamps and agriculture subsidies.  The Heritage Foundation has compiled a list of 20 unjustified programs from the bill, including a tax on Christmas trees.  Also on the floor next week will be a bill banning abortions in the District of Columbia after 20 weeks when unborn babies are capable of feeling pain.

House Cloakroom: June 10 – 14 

Analysis: This week the House will take up their annual authorization of the Department of Defense.  This bill with lay out the programs and policies for the department for the 2014 fiscal year that Congress will later fund through the appropriations process.  The Heritage Foundation lists the top 10 items Congress needs to include in the bill here.
