AHCA Failed to Lower Health Care Costs
Heritage Foundation health care policy expert Robert Moffit examines how the GOP’s plan to repeal and replace Obamacare, the American Health Care Act (AHCA), failed to control health care costs in his latest Issue Brief.
In order to rein in health care spending, Congress must address the tax treatment of health care. Moffit highlights why repealing the Cadillac tax on high cost and capping the tax exclusion for employer group coverage are the key reforms to address costs through the tax code. Unfortunately, the AHCA failed to cap the employer tax exclusion–a major driver of over-insurance and rising costs.
