Expand Consumer Choice

Individuals and families have no financial control over the flow of dollars in the health care sector of the American economy. Nor do individuals and families have control over the key decisions that affect them in terms of their health plans, their benefits, the medical treatments and procedures available to them in their coverage, or the terms and conditions of their coverage.

Instead, these decisions are made by third parties, particularly government officials. With Obamacare, choice is constrained and competition has been reduced, and Americans are being forced into a government one-size-fits all system. In truth, choice and competition had already been undermined by an unfair tax treatment of health insurance and personal choice and freedom have already been constrained by the massive federal entitlement programs.

Public policy should remove government control, give patients direct control over health care financing, and ensure that doctors have direct control over the delivery of health care services. To accomplish this, several policy changes are needed:

One, Obamacare must be repealed. Obamacare moves health care in the wrong direction. It takes control away from doctors and patients and puts more control into the hand of the government.

Two, enact patient-centered health care reforms: Reforms should focus on equalizing the tax treatment of health insurance to allow personal ownership of health care plans and arrangements, and inject a strong dose of choice and competition into Medicare and Medicaid so low-income Americans are empowered to escape government dependence.
