House Cloakroom: May 7 – May 11

Analysis:  This week the House will take up the first of the fiscal year 2013 appropriations bills.  The Commerce, Justice, Science appropriations funds agencies such as NOAA and theUS attorneys.  There will likely be numerous amendments seeking to cut more money from the bill, which is at the Ryan budget numbers, and eliminate programs.  The other main issue that is likely to be on the House floor is the reauthorization of the US Export-Import Bank.  This corporate welfare program has been picking winners and losers among American companies and exposing taxpayer money the risk of loss through their loans.  Majority Leader Eric Cantor (R-VA) and Minority Whip Steny Hoyer (D-MD) are putting together a compromise that would expand the lending authority of the bank.

Major Committee Action: 

  • The House Budget Committee will markup their budget reconciliation package that is an alternative to the Budget Control Act sequester.
  • The House Natural Resources Subcommittee on Fisheries, Wildlife, Oceans and Insular Affairs will hold a hearing on the FOCUS Act
  • The House Armed Services Committee will markup the Fiscal 2013 Defense Authorization bill.
  • The House Natural Resources Committee will hold an oversight hearing on “Offshore Oil Drilling.”

 

Senate Cloakroom: May 7 – May 11

Analysis:  This week the Senate will take up the issue of student loan interest rates with a similar bill to the House.  The bill would prevent the interest rates from increasing this summer, but instead of using Obamacare as a payfor their plan would raise taxes on small businesses.
