House Cloakroom: November 14 – November 18
Analysis: This will be a very busy week in the House with five major pieces of legislation coming to a vote.  The House will wrap up its consideration of the Coast Guard reauthorization and then move to the amended 3% withholding bill that now includes a tax credit for businesses who hire veterans in addition to repealing the 3% withholding requirement on payments to government vendors.  Next to be considered will be the National Right-to-Carry Reciprocity Act that would allow individuals with a concealed carry permit from one state to carry a concealed weapon in all states.  Finally, the House will return to the debt and spending debates by holding a vote on a balanced budget amendment to the constitution which does not include many of the restrictions on tax increases that conservatives had wanted.  There will also be a vote on the conference report on the Agriculture, Commerce, Justice, Science, Transportation and Housing and Urban Development appropriations bill.  This conference report may include continuing resolution to extend funding for the government beyond the November 18th expiration date of the current continuing resolution.

  • HR 674 – To amend the Internal Revenue Code of 1986 to repeal the imposition of 3 percent withholding on certain payments made to vendors by government entities, to modify the calculation of modified adjusted gross income for purposes of determining eligibility for certain healthcare-related programs, and for other purposes.
  • HR 822 – National Right-to-Carry Reciprocity Act
  • HJ Res 2 – Proposing a Balanced Budget Amendment to the Constitution
  • HR 2112 – Agriculture, Rural Development, Food and Drug Administration and Related Agencies Appropriations Act (includes Commerce, Justice, Science, Transportation and Housing and Urban Development)

Major Committee Action:

  • The House Judiciary Subcommittee on Crime, Terrorism and Homeland Security will hold a hearing on “Cybersecurity Assessment and Outlook.”
  • The House Financial Services Committee will hold a markup of “Fannie Mae and Freddie Mac Executive Pay Legislation.” (HR 1221)
  • The House Natural Resources Committee will hold a hearing on “Oil and Natural Gas Development on Federal Lands and Waters.”
  • The House Judiciary Committee will hold a hearing on “Operation Fast and Furious.”
Senate Cloakroom: November 14 – November 18
Analysis: This week the Senate will take up another “minibus” appropriations bill that includes the following: Energy and Water, Financial Services and State/Foreign Operations.  The Senate may also vote on the conference report on the previous minibus that could potentially include the aforementioned continuing resolution.

  • The Senate Armed Services Committee will hold a hearing on “Iraq Security Issues.”
  • The Senate Energy and Natural Resources Committee will hold a hearing on the “Energy Technology Review and Energy R&D Coordination.”
